The VA Gulf Coast Veterans Health Care System (VAGCVHCS) is a multi-divisional health care system based in Biloxi, Mississippi spanning the Gulf Coast to include the following Community Based Outpatient Clinics in Mobile, AL, Pensacola, Ft. Walton Beach, and Panama City, Florida. Acute inpatient medical and surgical care, primary, specialty outpatient care, long-term care, blind rehabilitation, as well as inpatient and outpatient mental health services are provided at the Biloxi campus. Over 200,000 veterans reside in our service area. The VAGCVHCS has affiliation agreements with three medical schools and numerous associated health programs. We support resident training in cardiology, dermatology, general surgery, otolaryngology, ophthalmology, psychiatry, radiology, and dental programs, as well as a general thoracic fellowship. The residents rotate from the University of South Alabama in Mobile, Tulane University in New Orleans, Louisiana State University in New Orleans, and Keesler Air Force Base in Biloxi.

DUTIES:

The incumbent is a Registered Nurse (RN) who serves as a Quality Consultant (QC) in the Quality-Accreditation Section of the Quality & Performance Management (Q&PM) Service and performs duties under the general supervision of the Accreditation Coordinator and the Chief, Q&PM. This position is located at VA Gulf Coast Veterans Health Care System, Biloxi, MS. The incumbent is responsible performing various duties to include, but not limited to, serving as technical advisor in all matters pertaining to accreditation and continuous readiness; coordinating all accreditation activities with affected individuals/services (e.g. pre/post-survey requirements, associated issue briefs, action items, etc.); formulation of policies, in collaboration with clinical and administrative services, to influence and prescribe general principles and to facilitate the planning, coordination and development of Performance Improvement Activities and courses of action in accordance with all established statutes; ensuring performance improvement activities are prioritized and reviewed for assigned areas, and results reflected in unit/agency level committees; assisting interdisciplinary teams in identifying opportunities for improvements and influencing decisions made regarding improvements; assisting in the implementation and change of policies, procedures and other operating procedures; maintain a tracking mechanism for topics, consultations, corrective actions and measure of effectiveness; ensuring the Accreditation Coordinator and Chief, Q&PM are aware of all discrepancies or weak areas of compliance; obtaining necessary information to prepare and/or respond to the Joint Commission and other accreditation/validation survey groups; assisting in the coordination and management of the Joint Commission ORYX measures in concert with the Accreditation Coordinator and the External Peer Review Program (EPRP) Coordinator; finding and interpreting regulations to develop, compile and analyze data and present findings to demonstrate facility readiness; collaborating with Infection Control, Patient Safety, Utilization Management and Risk Management in the execution of assigned job duties; developing and coordinating internal review systems to assure that both clinical and administrative programs are in compliance with agency and accrediting standards and regulatory requirements; serving in specialized workgroups and/or committees; assisting and/or serving in the areas of EPRP/Performance Measures, Risk Management, Credentialing & Privileging, Infection Control and Utilization Management; serving as the Acting Accreditation Coordinator to facility service and medical center operations in the absence of the Accreditation Coordinator. Basic Life Support (BLS) certification is preferred.
Position requires visual acuity, keen hearing, clear, distinctive speech and manual dexterity. This position requires potentially long periods of continued walking, standing, stopping, sitting, bending, pulling and pushing. Transferring patients and objects may be required on occasion. The incumbent may be exposed to infected patients and contaminated materials and may be required to wear personal protective equipment in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia or psychiatric disorders.
The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations and able to shift priorities based on patient needs. Additionally, the incumbent is expected to travel (via car and/or airplane) as part of their routine work, as needed. Position potentially requires flexibility in schedule and assignments.

QUALIFICATIONS REQUIRED:
Citizen of the United States. Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The National League for Nursing Accrediting Commission (NLNAC) or The Commission on Collegiate Nursing Education (CCNE). Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia . In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. Must be proficient in spoken and written English .
Applicant's education and length of nursing practice (experience) will be considered by a Nurse Professional Standards Board in determining the grade and salary of the applicant selected. Experience as a RN will be evaluated to determine if the experience is of an acceptable level of quality with regard to the following four dimensions of nursing: Practice, Professional Development, Collaboration and Scientific Inquiry. Each dimension of practice has criteria that demonstrate essential core competencies for VHA Nursing Personnel. The criteria are as follows: Practice: practice, ethics and resource utilization, Professional Development: performance, education/career development, Collaboration; collaboration, collegiality, Scientific Inquiry: quality of care, research. Education/Experience Requirements:
Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, no experience. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of experience, or an ADN or Diploma in Nursing and a bachelor's degree in a related field and no experience; or a Bachelors of Science in Nursing (BSN) and no experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of experience, or an ADN or Diploma in Nursing and a bachelors degree in a related field and approximately 1-2 years of experience; or a BSN with approximately 1-2 years of experience, or a Master's degree in nursing (MSN) or related field with a BSN and no experience. Nurse II - A BSN with approximately 2-3 years of experience, or ADN or Diploma in Nursing and a bachelors degree in a related field and approximately 2-3 years experience or a Master's degree in nursing or related field with a BSN and approximately 1-2 years experience, or a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no experience. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years experience or Doctoral degree in nursing or related field and approximately 2-3 years experience.
