The VA Gulf Coast Veterans Health Care System (VAGCVHCS) is a multi-divisional health care system based in Biloxi, Mississippi spanning the Gulf Coast to include the following Community Based Outpatient Clinics in Mobile, AL, Pensacola, Ft. Walton Beach, and Panama City, Florida. Acute inpatient medical and surgical care, primary, specialty outpatient care, long-term care, blind rehabilitation, as well as inpatient and outpatient mental health services are provided at the Biloxi campus. Over 200,000 veterans reside in our service area. The VAGCVHCS has affiliation agreements with three medical schools and numerous associated health programs. We support resident training in cardiology, dermatology, general surgery, otolaryngology, ophthalmology, psychiatry, radiology, and dental programs, as well as a general thoracic fellowship. The residents rotate from the University of South Alabama in Mobile, Tulane University in New Orle! ans, Louisiana State University in New Orleans, and Keesler Air Force Base in Biloxi.

DUTIES:
The incumbent serves as the

Chief Medical Technologist/Performance Improvement and Quality Control Officer

, primary technical supervisor, and laboratory man! ager for Diagnostic Medicine Service (DMS), in a large, diversified cli! nical and anatomical laboratory in a metropolitan area.

DMS is affiliated with a local a university and community college and provides assistance to several outpatient clinics.

In this capacity, he/she provides administrative support and staff assistance to the Chief, DMS, Laboratory Director, and Assistant Chief, DMS who reports to the Chief of Staff.

The incumbentÂ's major duties and responsibilities are: management and coordination of all section supervisors and clinical

staff; provision of staff assistance to the Chief, DMS, Laboratory Director, Assistant Chief, DMS, and staff pathologists; provides oversight supervision to the following sections of DMS, to include:

Anatomic Pathology, Ancillary Testing, Bar Coding, Chemistry/Special Chemistry, Information Management, Hematology/Coagulation, Mail-outs, Microbiology/Immunology/Molecular, Phlebotomy, Safety, Transfusion Medicine, Urinalysis, and off-tour duty hour shifts! ; directs and coordinates the operation of the clinical laboratory; implementation and oversight of quality control and performance improvement plan, and education and training of personnel.

Work Schedule:
Monday-Friday, 7 am to 3:30 pm

This positionÂ's initial duty station is Biloxi, Mississippi; however the duty station, based upon the needs of the health care system, may require the individual to work from other facilities (e.g. Mobile Outpatient Clinic, Alabama; Eglin Outpatient Clinic, Florida; Joint Ambulatory Care Center, Pensacola, Florida and Panama City Outpatient Clinic, Florida).

QUALIFICATIONS REQUIRED:
To qualify for this position

BASIC REQUIREMENTS: a.

Citizenship.

Citizenship of the United States.

(Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.)

b.

Education and/or Experience Combination.

An associateÂ's degree in laboratory science or medical laboratory technology from an accredited institution or an equivalent program composed of at least 60 semester hours, from an accredited institution that, at a minimum, includes either: (a)

24 semester hours of medical laboratory technology courses; or (b)

24 semester hours of science courses that includes 6 semester hours of chemistry; 6 semester hours of biology; and 12 semester hours of chemistry, biology, or medical laboratory technology in any combination; and have laboratory training that includes completion of a NAACLS approved clinical laboratory training program with at least 3 months documented ! laboratory training in each specialty that the individual performs high complexity testing.

In addition to the associateÂ's degree, must possess at least 3 years of directly related, full time work experience.

c.

Certification.

All candidates must currently possess or be eligible for and pass within one year the appropriate certification examination as a medical technologist or clinical laboratory scientist given by the

American Society of Clinical Pathology Board of Registry (ASCP-BOR), the National Credentialing Agency (NCA), American Association of Clinical Chemists

(AACC

)

or American Medical Technologists (AMT), or

the American Association of Bioanalysts (AAB).
