The Gulf Coast Veterans Health Care System (GCVHCS) is a multi-divisional health care system based in Biloxi, Mississippi spanning the Gulf Coast to include the following Community Based Outpatient Clinics in Mobile, AL, Pensacola, Ft. Walton Beach, and Panama City, Florida. Acute inpatient medical! and surgical care, primary, specialty outpatient care, long-t! erm care, blind rehabilitation, as well as inpatient and outpatient mental health services are provided at the Biloxi campus. Over 200,000 veterans reside in our service area. The GCVHCS has affiliation agreements with three medical schools and numerous associated health programs. We support resident training in cardiology, dermatology, general surgery, otolaryngology, ophthalmology, psychiatry, radiology, and dental programs, as well as a general thoracic fellowship. The residents rotate from the University of South Alabama in Mobile, Tulane University in New Orleans, Louisiana State University in New Orleans, and Keesler Air Force Base in Biloxi.

Work Schedule: Part-time (40 hours per pay period); Mon-Fri, 8:00-4:30

Note:
This position's initial duty station is Bilox! i, Mississippi; however the duty
station, based upon the needs of the health care system, may require the
individual to work from other facilities (e.g., Mobile
Outpatient Clinic, Alabama; Eglin Outpatient Clinic, Florida ; Joint Ambulatory Care Center Pensacola ,
Florida; and Panama City Outpatient Clinics ,
Florida).

KEY REQUIREMENTS

Must pass pre-employment examination.

Full unrestricted Licensure, Certification, or Registration required.

English Language Proficiency required. DUTIES:
The
incumbent is responsible for providing direct patient evaluation that includes
assessment and diagnosis of eye care as part of an interdisciplinary team
delivering customer service and patient focused, quality care within the
Surgery Service. The incumbent reports to the Section Chief ! of Ophthalmology,
and the incumbent must work in a matrix environme! nt with responsibility to the
Chief, Blind Rehabilitation Program, the Chief of Staff, the Medical Center
Director and other Service Chiefs and Chief Medical Officers, as required. The
Chief of Blind Rehabilitation provides administrative direction with
assignments to the incumbent in terms of broadly defined missions or functions.

Performs
examination procedures necessary for general ocular examination.
·
Documentation
and management procedures necessary for rehabilitative management of less
common vision defects such as aphakia, pseudophakis, keratoconucs, low vision
and aniseikonia, but not to include surgery.
·
Procedures
necessary for fitting and follow-up care of hard, gas permeable and soft
contact lens.

  • Administration
of extraocular muscle exercises (orthoptics).
·
Performance
of standard kinetic and automated perimetry.
·
External
photography ! of the eye and ocular adnexas and fundus photography.
·
Consultation
with other health care regarding conditions of the visual system.
·
Examination
procedures necessary to diagnosis, manage and treat conditions and disease of
the eye and eyelid including performance of primary eye care procedures
rational to the treatment of conditions or diseases of the eye or eyelid.
·
Performance
of fluorescein angiographic photography.
·
Performance
of A and B scan ultrasound and ocular biometry.
·
Performance
of ordering and procedures and laboratory test rational to the diagnosis of
conditions or diseases of the eye or eyelid.

PHYSICAL REQUIREMENTS: Light lifting (under 15 pounds), light carrying (under 15 pounds), use of fingers, both hands required, walking (2 hours), standing (8 hours), repeated bending (8 hours), ability for rapid mental and muscular coordination simultaneously, near visi! on correctable to 13" to 16" to Jaeger 1 to 4, far vision correctable i! n one eye to 20/20, depth perception, hearing (aid permitted), unusual fatigue factors resulting from long hours on-call, protracted or irregular hours of work. QUALIFICATIONS REQUIRED:

In
order to qualify for this position you must meet the following:

Basic Requirements :
Citizenship. Citizen of the United States.
(Noncitizens may be appointed when it is not possible to recruit qualified
citizens.)

Education. Degree of doctor of optometry
resulting from a course of education in optometry. The degree must have been
obtained from one of the schools or colleges approved by the Secretary of
Veterans Affairs for the year in which the course of study was completed.

Approved schools are:
(1)
United States and Canadian schools or colleges of optometry listed as
accredited by the Council on Optometric Education of the American Optometric
Association, in the list published for the year in w! hich the course of study
was completed.
(2)
Schools (including foreign schools) accepted by the licensing body of a State,
Territory, or Commonwealth of the United States, or in the District of Columbia
as qualifying for full or unrestricted licensure.

Licensure
and Registration

(1) Optometrist (Except Residents).
Licensed to practice optometry in a State, Territory, or Commonwealth of the
United States, or in the District of Columbia. Optometrists are required to
possess full and unrestricted licensure and to maintain a current registration
in their State of licensure if this is a requirement of the particular State.
The facility Director may waive this requirement if the optometrist is to serve
in a country other than the United States and the optometrist has licensure in
that country.
(2) Residents. Licensure in a State,
Territory, or Commonwealth of the United States, or in the District of Col! umbia
before completion of the first year of VA residency. Unlicens! ed residents must
meet any registration or other equivalent requirements established for optometric
residents of non-VA facilities or optometry clinics with which the VA facility
is affiliated for training purposes during the first year of VA residency.
(3) Impaired Licensure. An optometrist who
has, or has ever had, any license(s) revoked, suspended, denied, restricted,
limited, or issued/placed on a probationary status may be appointed only in
accordance with the provisions of chapter 3, section B, paragraph 14, this
part.
English
Language Proficiency.
Physicians, including residents, appointed to direct patient-care positions
must be proficient in spoken and written English as required by 38 U.S.C.
7402(d) and 7407(d).
